Devolved administration emission inventories

The devolved administration inventories are consistent with the UK inventories submitted to the United Nations Economic Commission for Europe (UNECE) and the United Nations Framework Convention on Climate Change (UNFCCC).

What is included?

The DA GHG and AP inventories present emissions on a by source (emissions are allocated to the source sector in which they occur) basis, and figures and percentages within the reports refer to these datasets, unless otherwise stated.

The DA GHG inventory report also includes emission estimates presented on an End User basis (whereby emissions are allocated to the end users of energy, e.g. emissions from refineries passed on to users of refined oils, power station emissions passed on to electricity users). This has been included in the DA GHGI since 2008.

In addition, the report presents estimates of DA emissions from international aviation and shipping (which are excluded from national inventory data, in accordance with UNFCCC reporting protocols). The DA GHG inventory report also presents analysis of the traded and non-traded emissions share of the inventories for each of England, Scotland, Wales and Northern Ireland, through comparison of the DA inventory totals for all emission sources against reported emissions from sites in the EU Emissions Trading Scheme (ETS) and UK ETS.

What isn’t included?

UK territorial coverage in the Devolved Administration (DA) GHG and AQ inventory reports excludes the Crown Dependencies and Overseas Territories. Emissions from offshore oil and gas exploration and production sources are not allocated to any country, and are reported separately within an "Unallocated" inventory category.
